Making pmts, can hospital turn acct over to collections?

I am making monthly pmts of $25 to a hospital and they say that if I don't pay their minimum pmt of $100 my account will be turned over to collections. Can they legally turn an account over to collections if monthly payments of any kind are being made?

Yes. The only payment a creditor MUST accept without further action is payment in full.
