Legal Question in Credit and Debt Law in Texas

I moved out of my apartment on 12/6/13. In a letter post marked 12/30/13 I received a bill from the apartment complex for carpet replacement with no due date written. Three weeks after 12/30/13 I received a bill from a collections agency for that debt. Is it legal to send a bill to a collections agency 3 weeks after sending the original bill with no due date?

Ignore this correspondence, from the apartment folks AND from the collection agency. They are just trying to scare money out of you.
