Can a 18 year old female date a 15 year old boy? Is it illegal? If so who do I contact to report this to

They can date but if they have sexual contact and are more than 3 years difference in age, then it is illegal. Call the police if there is evidence of sexual activity. One cannot consent to sex until one is 17.
