Legal Question in Criminal Law in Texas

My brother in law is currently on parole in San Antonio - he contacted his parole officer and notified him that he is applying for a job in Dallas and wanted to begin filling out the paperwork to be paroled to Dallas in the event he was successful in obtaining the job. He was unable to get the job, but his parole officer in San Antonio said it is too late - he must now move to Dallas. That doesn't sound right to me - what can I suggest to my brother in law?

If he got approved for a transfer, then he will have to apply to transfer back. It does not sound right, though. Perhaps he should consult with a parole lawyer. It may be that his officer is just being a jerk because the officer was glad to have a case off his docket.
