Case dismissed, but still shows conviction on TCIC NCIC

My husband was placed on probation in 1972 for burglary of a motor vehicle. He served 2 years probation. At the end of his probation, the Judge signed an order that read the indictment was dismissed, guilty plea withdrawn and case dismissed. It seems to have disappeared from everywhere except the TCIC NCIC database. When we inquired about it, we were told it would always show as a conviction on their database unless we had it expunged. He was denied employment with the Sheriff's office because they said he would not be able to be licensed as a jailer through the State of Texas. He already has a concealed handgun license, State Drillers license and is a registered voter. He has nothing else, not even a traffic ticket on his record. Is this the way it really works? Thank you.

If it was deferred then it will show as an arrest and dismissed. It can be sealed but most gov. agencies can still find it.
