If I find a cell phone is a parking lot am I legally required to return it? Im in Texas.

Yes. If you are found with it, they might charge you with theft. Best to leave it where it lays or be a good Samaritan and try calling on it to find the owner or turn it into the police department. This is a new hot 'crime" they are prosecuting people for everywhere.
