Officer outside his city limits
in texas serving a fellony warrent. I got caught with possesion, can a officer charge me a new charge with possession while he is outside his city limits? if not how do I deal with this?

Based on what you have written, generally, peace officers may cite citizens for violations of the Penal Code. Ultimately, this charge will be determined upon the specifics of the charge.
