What does POSS GP 2 CS LT 28 G mean?
Can I purchase a firearm and get my passport with this charge?

These short hand phrases are unique to the particular county and how their computers are set up. That is probably possession of a controlled substance, penalty group 2 less than 28 grams. The problem with this is that for possession of a controlled substance, penalty group 2 the weight categories do not include a 28 gram level. There is under 1 gram, 1-4 grams, 4-400 grams and over 400 grams. All of these are felonies which will effect your rights regarding firearms. If this is a typo and it should be penalty group 3 (makes more sense), there is an under 28 grams designation which would make it a Class A misdemeanor. A misdemeanor should not effect your rights regarding firearms.
I think in any case, there is no prohibition on obtaining a passport. You should consult with a Board Certified Criminal Law Specialist.
