Legal Question in Criminal Law in Texas

I had my purse stolen and it was caught on video tape. The police have found the girl(she used her debit card to pay for her meal just before she stole my purse) and she has now confessed to doing it, after they had to give her a lie detector test. She said she took the cash out of my purse, which was a large amount and dumped my purse in the lake. Now she has offered to give the cash back in lieu of going to jail. I told the detective I not only wanted the cash back but also for her to pay for lifelock and alarms in my house since anyone could find my purse and steal my identity or get into my house with my spare key if they were to find my purse. He informed me that the DA wouldn't even prosecute now that she has offered me money. Is this true? He said he won't even present the offer to the girl that stole my purse.

The DA has broad discretion to prosecute or not prosecute, as he sees fit.

If you want to be in full control, forget the DA; don't even call him anymore. File a lawsuit alleging conversion, and settle with the thief in the civil courts.
