Legal Question in Discrimination Law in Texas

Would this be considered discrimination?

Say a person works for a Major Department Store, in the evening taking catalog orders, but also has a day time job as a paralegal and has to leave the state for a while on a case and quits his/her job at the store until he/she returns. He/she reapplies at the department store but is not hired because he/she has accrued bad credit due to late payments. The store says they cannot hire you because you have bad credit/late payments and are a risk due to the fact that you handle other peoples credit card numbers. Can they do this? Even if you have NEVER had ANY history of stealing or any unethical behavior and is an upstanding person in his/her community? Is that not discrimination?

a person who quits does not have any right to be rehired.
