passport as identification

In the state of Texas, is a passport a valid form of identification for purchasing alcohol or entering establishments with a minimum age limit? If not, how does the state deal with international visitors who have a passport, but neither a Texas identification card nor a Texas driver's license? Are they simply not allowed to purchase alcohol or enter establishment which serve alcohol during their visit?
