Legal Question in DUI Law in Texas

My boyfriend that lives in arkansas worked in Texas for a week. On his way home he had gotten a couple of beers. He drove for an hour and 45 mins where he went pull over when his turn signial stop working. The cop pulls in over and he got arrested for dwi. He has 2 prior dwi in arkansas. He is being charged with a felony and has a $20,000 bond. From what I researched I found that because he resigns in arkansas texas has to go by arkansas rules. Correct?!? And if so in ark the 3rd dwi is on a misdemeanor and can be let out on a cheaper Bond?

Arkansas Law has no applicability to an offense committed in another state. A Texas DWI with 2 previous convictions from any state is a third degree felony.
