will the state of texas extradite you on minor offense like class a or b misdemeanors/and or first time dwi charge?

Yes.
These cases vary significantly from case to case, and from prosecutor to prosecutor.
You need a lawyer in the county where the charge originated, and see if he can plea bargain a deal to resolve the charges.
