If a person has never had a Texas driver licence,only a Texas I.D. card,,can they be charged with DWLS,,DWI,,

Absolutely. One does not get a freebie because one violated the law by driving and not being licensed.

DWLI means driving while license invalid. If you never had a license, it was never valid therefore it was invalid....

And if one is driving while intoxicated, it does not matter whether one has a license or ever did. It is against the law to drive while intoxicated.
