The "age of sexual consent" is somewhat ambiguous in your question, as it is unclear what activity your question is directed toward and important aspects include whether, for example, both participants are children, or one is an adult. Texas does not distinguish between males and females in this area. The Texas Penal Code, with certain affirmative defenses for certain kinds of conduct, makes it a criminal offense--often a felony--to have most forms of sexual contact with an individual under the age of 17. Those affirmative defenses do include consent if there is not a greater than 3 year age difference between the participants, but an affirmative defense must be raised after the crime is charged. This is not a complete answer to your question, as the area is more complicated than this response, but I hope this gives you some guidance.
