all ages venue vs. local curfew law

My friend is wanting to have a music event at a venue that has an all ages license. The city also has a curfew law. If he were to have an event that went past the curfew by a few hours and advertise as ''all responsible ages'' would he face legal implications due to the cities curfew law?
