Small magazine that include a music CD

Do I need a ''federal'' or ''state'' authorization to write and distribute my own creation (small magazine) in the Houston Tx area?

Magazine will have my own histories and exp.w/some adds.

If things within the magazine are your original works, then you can publish the works as you desire. It would be wise to ensure that you have appropriately protected your works prior to anyone potentially stealing your works.
