unkempt residential property

subdivision hoa has requested by letter for a resident to clean up their property. after non-compliance what do we have as a recourse?

The answer depends on what the home owners association ("HOA") by-laws and regulations state. It also depends upon what the materials are that you want the homeowner to clean up. Generally, most HOA documents provide for a penal power in the face of non compliance; however, as to your specific HOA, I cannot say at this time.
