16 year old wants to live with ex-step dad

My 16 year old daughter has lived with her mother all her life. Her mother and step father are getting a divorce and she wants to live with her soon to be ex-stepfather. Do both biological parents have to agree to this?

Yes. The stepfather has no conservatorship rights. Not only would they have to agree, it would need to be reflected in a modified order, in order to protect everyone's rights and obligations.
