Legal Question in Family Law in Texas

my atepson has lived with me 13 years since age 1. i adtopted him 7 years ago' he has never seen his biological father. his biological father has never had anything to do with his life emotionally or financialy. he recently decided he wants to be a part of his life but niegther me or my wife want him to see him. does he have any legal rights to him at this piont?

He has not more rights than I have--we are both legal strangers to the child.
