Back taxes
i just recently got divorced and my ex and i owed back taxes. In my divorce decree it states that he is fully responsible for all taxes owed. So my question is, when i fill out my tax form for this year, will this divorce decree hold up to what it states or will the IRS still hold me to monies owed?

IRS is federal. Divorces are state. The state cannot control the federal.
If the IRS comes after you, then you have to go after him for not following the divorce decree.
If he has no money, then you need to decide if this is money well spent.

The IRS is not bound by the provisions of your divorce decree. Your X is the party bound by the order.
