change of circumstance-change custody

ex-husband has custody but child has lived with me solely for 3 years.Mother has restricted access by the court.How can custody or guardianship be attained to protect this child.

I'm not clear who you are - another relative?

If you have had the child for 3 years continuously, you need to file and ask for custody.
