Legal Question in Family Law in Texas

my daughter had a baby so my other daughter could adopt her. they terminated their rights. what is the law in texas for my daughter to adopt the baby? we have done a petition for adoption. Now they are saying there has to be a home study but why? we know all about them. Then it is something else. I think the attorney we have is lying to us saying the judge won't sign it. Why wouldn't he. Everything is done. The baby has lived with them for over a year. They have had the baby since she was a week old. the daughter who had the baby gave the baby up so my other daughter could have one. She can't have kids and she and her boyfriend signed the termination papers right away. they think it is great that everyone is so happy. What is needed to adopt this baby?

Texas law requires an "adoption evaluation" in connection with an adoption. It's in the Family Code (sections 162.003 and 107.151).
