if i devorce my wife, am i ressponsable for her personal debts, like credit cards in her name only & fines?

A debt is a personal obligation, and has nothing to do with the marital status of the debtor (with a few exceptions such as medical bills and other "necessities"). Generally, if your name isn't on the debt, it isn't your debt.
