My divorce decree (texas, hidalgo county)states that i, as a parent joint managing conservator, shall have the "exclusive right to designate the primary residence of the child without regard to geographic location". can i move to another country without permission from my son's father?

Yes. But you may have an interesting time getting the child's passport.
