If the name of the father on the birth certificate is not the biological father, can parental rights be revoked by the mother. The man listed as father on birth certificate and mother were never married.

Parental rights are terminated by a COURT, not by a mother.

You'll want to look at 160.204 of the Texas Family Code to see if in fact he is the presumed father (for instance: did he ever live with the Mom?):

In other words, he may not have any parental rights to be terminated.
