Can the winning party ask the lawyer to request a change in the asigned judge that is reviewing the appeal?

An appeal is heard by a tribunal -- if not the full court, at least three judges.
If the appeal is from an associate judge to a sitting judge, then either party can request a judge to recuse himself. To be successful, must establish some bias or conflict of the judge.
