Legal Question in Family Law in Texas

I live in Texas. I have a step-son who was taken into CPS care because of his mother's actions. The CPS people have placed him in my care. Do I have any legal rights to secure custody of him? He has been in my care for the last 3 months and is happy & adjusted. He is 4 years old and CPS seems to be all about reuniting him with his mother, than his genuine well-being and care. I just don't know how to save him from being returned and exposed to her wreckless lifestyle. His biological father has never been involved in his life and does not want him. I worry everyday for my step-son and his possible return.
