If someone gets divorced in Oklahoma but they want to get married in Texas, is there a waiting period to get a marriage license in Texas after a divorce in Oklahoma?

Texas has a 3-day waiting period to get married, after issuance of the license. Texas has a 30 day waiting period after getting a Texas divorce. There are waivers available.
