Can a mother of your child take them out of state with out you saying they can?

You did not give enough facts to really answer.

If the trip is a vacation, the answer is probably yes.

If she is planning to move, then you need to file a document with the court (you did not say if you were married or not so I don't know what sort of document you need to file) immediately and ask for a hearing to stop the move.
