Legal Question in Family Law in Texas

Someone has two different last names. One listed on the social security card and a different one on the birth certificate. The name listed on the birth certificate is from birth. The social reflects the last name of the person that raised him. There have been no documents to show that he was ever legally adopted. Due to his names not matching, he is unable to obtain a license or ID. I have been back and forth between the Vital Statistics Office and the Social Security Administration. I have yet found any answers. Please advise.

You've got a serious problem.

Can't really advise without more information. It sounds like the SS card is not his. He needs a social security card under his real name.

He might need to do a legal name change.
