Can a parent file kidnapping on the other parent if they dont let them take the child and there are no court papers filed?

Only the police make reports and prosecutors file charges. Sounds more like a contempt of court situation than a kidnapping. A kidnapping is when a parent takes a child in violation of court orders and keeps that child, refusing to return the child or reveal the child's whereabouts.
