Parentail rights

If he has not had any contact with the kids, hasn't paid child support. How can I get full rights?

You can make a motion to terminate parental rights, obtain a hearing, put on the evidence and obtain an order from the judge terminating his parental rights.

I assume you are divorced.

You can always ask for a modification of the Final Divorce Decree.

In Harris County, the Courts usually won't terminate a person's parental rights unless there is someone else to step into that person's shoes.

You can go to the Texas Attorney General and try to get past due child support. It is a slow process but it is free.
