What qualifies as
My ex-wife recently sent my 17 year old daughter to live in another city with (relatives?). Does this qualify as ''otherwise emancipated'' and why do I have to continue paying the ex child support if she does not have my daughter living in her house?

Otherwise emancipated means married and/or on her own. You have to pay child support because your X has legal custody which is not necessarily related to possession.
