I am an Austin Divorce Lawyer with a flat rate cheap cost of $975.
You can change a child's name without adoption, but the adoptive-father (just as a biological father would) will need to sign-off on the name change.
I suggest you consult with a local family law attorney for more information.
Good Luck!
