Legal Question in Family Law in Texas

Do Step-fathers have legal rights?

Do step-fathers have legal rights? My ex-husband says my current husband has no rights when it comes to our children. Like, finding out about their grades in school, anything to do with their health, any financial affairs, any legal issues regarding my children. We live in Texas. Please let me know. Thank you.
