In Texas, in a divorce, can a 14 year old declare which parent he wants to live with? Can that decision be fought by the other parent?

In Texas, the couple has been married 16 years. The wife came into an inheritance which included cash and two vehicles. Is the inheritance community property?

Inheritance is separate property. If commingled with community property, it might affect the character of the property.

The child can file a preference with the court, and it is a factor considered by the judge. It is one of many factors used to determine what is in the child's best interest.
