Would the ruling of the 6th Circuit Court of Appeals on FMLA apply to all States
The 6th Circuit Court of Appeals ruled on Pharakhone v. Nissan North America Inc., No. 01-5955, 6th Cir. Since FMLA is federally mandated would the 6th Circuits ruling apply to all states?

No. Other courts might give deference to the decision but are not required to follow it except, for the most part, for those federal district courts within the Sixth Circuit.
