Legal Question in Federal Tort Claims in Texas

Conspiracy to undermine my relationship with my husband and to destroy my marrai

My best friend offerred to be a surrogate mother to me and my husband. We declined. She then seduced my husband and enticed me to engage in a sexual affair with her as a "threesome", to "improve our marital relationship". She ran off with my husband and became pregnant. She then demanded my husband divorce me and live with her or she would get an abortion. Then she demanded he never see me again or she would never let him see the baby. Now that she's in Florida we can't get her back her to face the justice system in this state. How can we get this woman back into the state of Texas to fight this out in court here to establish paternity, custody, support and visitation? What she is doing is extortion. "Leave your wife or you will never see your baby."

Jurisdiction over the mother and child is in FL. To establish paternity and visitation will require court action in FL. TX has no jurisdiction.
