If during a vehicle repo, there is property damaged (landscaping, waterlines, driveway holes, electric gate, etc...) is there any financial responsibility to the finance company and/or the repo company??

Yes. Write a letter to the repo company (or the bank, or both), tell them the amount of the dmaage (in dollars), and demand that they pay you. Wait 30 days. And then sue them.
