Legal Question in Civil Litigation in Texas

I took my Water Company to Small Claims Courts for holding my security deposit for life. Though as per Judge, there are other avenues to get my security deposit back but not through her small claims court. State of Texas Statutes do not prescribe any provisions in regard holding security deposits for life.

Now I am kind of researching the best approach to proceed with this case.

WHAT IS THE BEST LEGAL APPROACH TO CHALLENEGE A COMPANY HOLDING A SECURITY DEPOSIT.

I seem to recall there is a statute requiring the payment of interest on escrow accounts and maybe security deposits. If so, they might release yours to you rather than paying interest on all deposits.
