Legal Question in Immigration Law in Texas

I have a friend who is an attorney in Chihuahua, Chihuahua. Does the United States honor these degrees in any way?

To be allowed to practice law in the USA, an law school graduate or a foreign attorney must pass the State bar exam and be admitted to the State bar. Some States allow foreign trained lawyers to sit for the bar exam, while others don't.

Many foreign lawyers complete LLM course in a US law school while sitting for the bar exam.
