Legal Question in Immigration Law in Texas

my grandparents filled a i130 for my uncle in 2001, but in 2005 they got a 1-797 notice of approval. they never realized that it was approved until the fount the paper couple days back. my uncle never received the notice. what actions can they take? is it to late?

You need to provide more information, for example: What is his country of birth? Is he married or single? Parents are US citizens or perm residents?

Approval of the petition in 2005 doesn't mean that a visa was available in 2005. A beneficiary never receives an approval notice. The petitioner/parents is usually notified when it's a time to file the affidavit of support and submit the visa application forms. If they moved to a new address, they had to update the USCIS and DOS of their new address, so the government can actually notify them by mail.
