Legal Question in Immigration Law in Texas

I am wanting my girlfriend in the Philippines to come visit me on a tourist visa for several months. We are planning on getting married, so we will eventually need to get a fiancée visa. The purpose of her visit is for us to get to know each other better. In the process we will be satisfying one of the requirements for getting a fiancée visa, which is that we meet each other in person. At the end of her stay she will be returning home and then we will begin processing the fiancée visa. This leads to my main question which is, should she disclose to embassy officials our ultimate plans when she goes to get her tourist visa? If she intends to get a fiancée visa, that demonstrates that she is planning on returning to the Philippines, at least for a short while. Is this information helpful in her case, or does it make matters more difficult?

This is not an easy situation. A tourist visa can be denied in either case. It might be easer for you, a US citizen to travel to Philippines to meet her than expect that she is allowed to visit you in the United States.
