When is a child no longer a child

I would like to know when a child is no longer a child.

My seventeen year old daughter tells me that someone told her that she is old enough to do what ever she want too.

A child is a minor until 18 and may not enter contracts unless emancipated by court order.

The police don't bring them home at age 17.

At 17, they are criminally responsible for their own acts.

At 17, if they are absent from home without permission, the police will still arrest (and jail) anyone who "harbors" her as she is still considered to be a runaway minor, even if they don't pick her up and bring her home.
