Legal Question in Employment Law in Texas

I just finished my appeal with the texas work force commision and the first decsion with the texas work force commission was there disqualification was there decision was left for personal reasons. This appeal I just had there decision now is voluntarily resigned. They have giving me two different answers. Now there stating that I have 14 day to reappeal there decision in writting back to them for a reappeal. Can they do this? I am so confused.

If you quit...no pay..If you quit because the employer made work intolerable..you may but probably won't...Just write down why you left your work..since apparently you were not fired..and thankfully you have another chance..
