Is it illegal for an employer (TX) to withhold a last paycheck?

I was laid off recently and my employer is withholding my last paycheck because they want a couple company shirts returned. I no longer have the shirts. I was never informed that I would have to return the shirts and no where in the employee manual does it mention that you paycheck would be withheld if you failed to return the shirts.

Call the Texxas Workforce Commission where you apply for unemployment..and that is not a valid reason to withold your check..but TWC should be quickest way to get paid..
