salary to hourly

can an employer switch you from salary ($3000 mo. 21-36hrs a week)to hourly ($17 hr calculated at 40 hrs) when #1 they never work 40 hrs. and #2 40 hrs will not be made available? (i do not know where their accountant got the $17 an hr. figure.) this being after 2 yrs of employment. this would bring the weekly check to just under half of what it was.
