Apartment Transfer Fee

I am moving to a different apartment within the same complex. Iwas told my deposit will just roll over to the next apartment, but I have to pay a $250 transfer fee. I was told the transfer fee was to prepare the apartment I move out of for the next people. I thought the deposit was for damage beyond normal wear and tear, which there is not. So I don't understand the point of charging this fee. Is this a legal fee to be charged?
