Legal Question in Landlord & Tenant Law in Texas

The water pipe on the property broke. We did not know it was leaking for 3 days. Once we found out we told the landlord and they fixed it. When we got the water bill it was 600 dollars, normally 50. The water bill is in my name. I was looking over the lease and in the lease it says the water bill is supposed to be in the landlords name. The landlord refuses to even pay half. Who is responsible for the bill?

You owe the money to the water company. Depending on the lease you may have a cause of action against your landlord. If the landlord was to pay the water, you have a claim against him for this bill and all the other bills you paid. However, if the bill was to be in his name and just passed on to you, your claim is less sound. However, there may be other reasons that the landlord should pay you the excess bill.
